Facility Vulnerability Assessments
These Assessments can identify and assesses potential security threats, risks and vulnerabilities and will guide the facility in making security improvements through a Facility Security Plan.
All facilities face a certain level of risk associated with various threats. These threats may be the result of natural events, accidents or intentional acts to cause harm. Risk is a function of the values of threat, consequence, and vulnerability. The objective of risk management is to create a level of protection that mitigates vulnerabilities to threats and the potential consequences, thereby reducing risk to an acceptable level.
A Facility Vulnerability Assessment calculates the risk and to will illustrate the impact of increasing protective measures on the risk equation. Regardless of the nature of the threat, facility owners have a responsibility to limit or manage risks from these threats to the extent possible.
The first step in a risk management program is a threat assessment. A threat assessment considers the full spectrum of threats, be they criminal or terrorist in nature. The threat assessment examines and evaluates the relative likelihood of occurrence for each threat.
For criminal threats, the crime rates in the surrounding area provide a good indicator of the type of criminal activity that may threaten the facility. In addition, the type of assets and/or activity located in the facility may also increase the target attractiveness in the eyes of the aggressor.
For terrorist threats, the attractiveness of the facility as a target is a primary consideration. In addition, the type of terrorist act may vary based on the potential adversary and the method of attack most likely to be successful for a given scenario. For example, a terrorist may wish to strike against a large facility rather than to attack a smaller subsidiary of the same company.
However, if security at the larger facility makes mounting a successful attack too difficult, the terrorist may be diverted to the smaller subsidiary office due to the higher probability of success due to the absence of adequate security. In general, the likelihood of terrorist attacks cannot be quantified statistically since terrorism is, by its very nature random.
Specific threat definitions are important to quantify the level of each threat and hence the accuracy of the vulnerability assessment. These assessments can prevent or mitigate terrorist or criminal actions that could have a significant national impact.

Security Liaison Officer (SLO)
Criminal intelligence is the result of the collection, analysis, and interpretation of all available information concerning known and potential criminal and terrorist threats. Law enforcement agencies have the capability to collect, analyze and disseminate time-sensitive information concerning both a criminal and/or intended terrorist action. The value of such intelligence cannot be overemphasized. It not only determines potential threats, but it also contributes to the development of countermeasures to safeguard individuals, employees and facilities.
The role of the SLO is to gather security related intelligence on behalf of our clients from national intelligence agencies, law enforcement services and public sources to facilitate a safe and secure environment for all clients, employees, assets and properties of the organization.
In the context of a proposed incident response, the SLO is responsible for developing security plans and the co-ordination of multi-agency responses to any type of incident. In the event of a serious incident, a number of different resources and agencies can be brought to bear, and that will require a high level of co-ordination.
The specific responsibilities of a SLO are:
· Completes a threat assessment for the client to determine the full spectrum of threats, be they criminal or terrorist in nature. The threat assessment examines and evaluates the relative likelihood of an occurrence for each threat.
· Completes a Facility Vulnerability Assessment, which will calculate the risk for each threat and illustrates the impact of increasing protective measures in regards to that particular threat.
· Develops contingency plans in the form of a Facility Security Plan for the organization.
· Provides an overarching support mechanism for a client who has multiple offices in other jurisdictions.
· Provides seminars and training to management and employees based on the Facility Security Plan and other threats.
